فراخوانی CSS rtl

با تحقیق به این رسیدم!

css_<?php echo $_REQUEST['lang']; ?>/template
اما این چیه ؟!

اینو کجا بنویسم ؟
البته این هم هست

اما اینو چی کار کنم!

تو Index.php
یه همچین چیزی هست

زیر این اضافه کنم؟ یا بالاش ؟
